Los cambios efectuados en la Ley de Inmigración y Protección de Refugiados harán posible que inmigrantes con ciertas habilidades específicas sean invitados a aplicar para Residencia Permanente. Este cambio se hizo para abordar la escasez de mano de obra en Canadá en ocupaciones que cuyo déficit de trabajadores se ha duplicado entre 2019 y 2021.

Las medidas legislativas requieren que para comprender qué habilidades específicas deben priorizarse, el Ministro participe en una serie de consultas que sirven para identificar las necesidades laborales del país. Estas consultas reúnen aportes de una variedad de grupos que incluyen, entre otros: gobiernos provinciales y territoriales, industria, sindicatos, empleadores, organizaciones de proveedores de asentamientos e investigadores y profesionales de la inmigración.

El 31 de mayo de 2023, el Honorable Sean Fraser, Ministro de Inmigración, Refugiados y Ciudadanía, anunció que Canadá lanzará un sistema que permitirá el crecimiento económico, abordando la escasez y fortaleciendo a las comunidades francesas. Si bien se anunciarán más detalles en las próximas semanas y se espera que la primera ronda de invitaciones salga este verano, aún no se ha dicho cuando específicamente se implementarán los cambios.  

El Gobierno de Canadá ha identificado las siguientes como sus prioridades para este año:

1. Fuerte conocimiento de la lengua francesa;

2. Experiencia laboral en lo siguiente:

a. Cuidado de la salud;

b. STEM (Ciencia, Tecnología, Ingeniería y Matemáticas);

C. Comercios expertos;

d. Transporte;

mi. Agricultura y agroalimentación

Cada año, el IRCC deberá informar al Parlamento sobre las categorías elegidas para el año anterior y el razonamiento para seleccionarlas, esto servirá para garantizar que se mantengan los objetivos del cambio legislativo y se satisfagan las necesidades de la economía.

Changes in selection criteria in the Express entry

June 2022 saw a change to the Immigration and Refugee Protection Act that would make it possible for immigrants with specific skills to be invited for a Permanent Residence. This change was in order to address the labour shortage in Canada – one where the number of occupations that are experiencing shortages has doubled between 2019 and 2021.

Legislative measuers require that in order to understand what specific skills need to be prioritized, the Minister has to engage in a series of consultations that would serve to identify the needs. These consultations will gather input from a variety of groups which include but are not limited to: provincial and territorial governments, industry, unions, employers, settlement provider organizations and immigration researchers and practitioners. 

On May 31, 2023, the Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship announced that Canada would be launching a system that would allow for economic growth, addressing the shortage and strengthening French communities. While more details will be announced in the following weeks and the first round of invitations expected to go out this summer, the Government of Canada has identified the following as its priorities for this year:

1. Strong knowledge of the French Language;

2. Work experience in the following:

a. Healthcare;

b. STEM (Science, Technology, Engineering, and Math);

c. Skilled trades;

d. Transoport;

Agriculture and agri-food

Every year, the IRCC will be required to report to Parliament its chosen categories for the previous year and the reasoning for them, this will serve to ensure that the goals of the legislative change are maintained, and the needs of the economy are being met.
